This is historically significant partly-printed presidential document
signed by Grover Cleveland on April 14, 1896, during his second term in office.
Measuring 8" x 10" and printed on Executive Mansion letterhead, this
directive instructs the Secretary of State to affix the Seal of the United
States to Cleveland’s proclamation enforcing the Act of Congress of February
21, 1893, which addressed the killing of fur seals in the Bering Sea.
Neatly signed by President Cleveland at the conclusion, the
document is in fine condition, with a printed copy of the related proclamation
included.
This letter pertains to Proclamation 385, a key step in
regulating the overharvesting of fur-bearing animals in Alaska and the Bering
Sea. The legislation aimed to curb unsustainable seal hunting practices,
particularly by foreign vessels, and played a role in escalating tensions
between the United States and Great Britain—culminating in the Bering Sea
Arbitration of 1893. The conflict nearly led to war and ultimately laid the
groundwork for the North Pacific Fur Seal Convention of 1911, the first
international treaty focused on wildlife conservation.
